Jaringan AgriProFocus akan melanjutkan memfasilitasi agribisnis untuk mendapat akses keuangan yang lebih baik. Dua aktivitas yang direncanakan untuk 2017 adalah pembelajaran Kredit Usaha Rakyat (KUR) dan penyempurnaan database penyedia jasa keuangan oleh AgriProFocus Indonesia.

Kredit Usaha Rakyat (KUR)

Menurut banyak organisasi pembangunan, keputusan pemerintah meningkatkan kinerja KUR untuk sektor pertanian baru-baru ini terlihat belum optimal. Oleh karena itu, beberapa aktivitas perlu dilakukan di tahun 2017 untuk mendukung rencana pemerintah meningkatkan nilai KUR untuk sektor pertanian. Pertama, Focus Group Discussion (FGD) dengan pemerintah, lembaga keuangan, dan NGO – di mana semua pihak ini dapat berbagi pengalaman dan tantangan mereka menyangkut sektor keuangan. Dan kedua, adalah melakukan tindak lanjut bersama atas hasil FGD ini.

Database Penyedia Jasa Keuangan

Di awal 2017, AgriProFocus Indonesia akan menyempurnakan database penyedia jasa keuangan di Indonesia untuk pertanian, khususnya kopi, produk susu, gula kelapa, buah-buahan tropis, ikan tangkap, dan bawang merah. Database ini akan mempermudah anggota jaringan untuk menemukan jasa keuangan yang sesuai, memberi ruang bagi lembaga keuangan untuk mencari mitra.

AgriProFocus network will continue facilitating agribusiness to better access to finance. Two activities under the program are planned for 2017: regarding government subsidized credit (KUR) and completion of Financial Services database of AgriproFocus.

Government subsidized credit (KUR)

Recent government’ decision to improve KUR performance within agriculture sector affirm the view of most development organizations that KUR in agriculture is yet optimized. To that, several activities to support government’s plan to improve KUR is planned in 2017. First is focus group discussion with government, finance institution and NGOs – where each party can share their experiences and challenges regarding financing the sector; and second is facilitation of the follow up of the discussion.

Financial Service Database

In early 2017 the Financial Services database of AgriProFocus will be completed with the financial services offered in Indonesia for agriculture and in particular for coffee, dairy, coconut sugar, fruits, sea fish and shallots. This database will enable our members to find the right provider of financial services, to be found as a provider of financial services, at the same time it enables AgriproFocus to enlarge and maintain its network as well signal any sought for services which are not offered in Indonesia at the moment.

The objective is to test risk-management solutions that combine savings, credit, insurance, and risk prevention. The ILO seeks partners for whom improving customers’ ability to manage risks is a strategic priority and who have the potential to leverage technology to scale the innovations quickly and achieve sustainability, while improving customers and shareholder value.

Study on Women’s Entrepreneurship and Access to Finance in Indonesia

What is the Negative Investment List (DNI)?

The Negative Investment List, Daftar Negatif Investasi (DNI), is compiled by the Indonesia Investment Coordinating Board, BKPM. It stipulates which sectors are open to foreign investment in Indonesia as well as the percentage of foreign ownership permitted.

In the effort to increase investment in Indonesia and to execute the ASEAN Economic Community (AEC), the Government of Indonesia has amended the Negative Investment List /DNI recently. These amendments are stipulated in Presidential Decree (Perpres) No. 44 in 2016 that was signed by President Joko Widodo on May 12, 2016. The new decree is meant to substitute the previous decree, Presidential Decree No. 39 in 2014.

The negative investment list indicates the Indonesian business fields which are:

* closed for foreign and domestic investment

* Open for investment with Conditions : Reserved or in Partnership with Micro, Small, and Medium-Scale Enterpris

Indonesian government further boosts SME growth through a/o improving access to finance

'The issue of the cost of lending to SMEs has been raised repeatedly by President Joko Widodo. On taking office in 2014, the lending rate of government-backed microloans for MSMEs known locally as KUR, was as high as 22% (See Indonesia is Behind the Global Curve on Monetary Policy). The figure was deemed “unfair” and “dangerous” by Vice President Jusuf Kalla and was radically slashed by half in 2015 to 12%. In a bid to further boost SME growth, in January 2016 the government again lowered the lending rate, this time to as low as 9%. The Indonesian government has since this announced plans to further slash the lending rate next year, which will be the third lending rate cut in as many years (See Indonesia's Microfinance Sector Overview: Key Component for Sustainable Growth).

Dear All,

Apakah ada diantara teman-teman di sini yang pernah mendampingi atau mengajukan aplikasi kredit Usaha ke Bank Bank Umum untuk UKR atau Kredit Usaha Kecil. Bagaimana lessons learned nya?? both positive and negative in terms of pagu, lama process, collateral dan syarat syarat lainnya. Bank mana yang kompetitif  bunganya....????


Saat ini saya sedang melakukan pendampingan petani usaha bibit tanaman untuk mendapatkan  kredti dari perbankan umum di Pontianak dan sekitarnya.

Tina Napitupulu Halo Pak Dede, kalau dari pengalaman saya di Karawang, melalui KUR, rata-rata bunga yang ditawarkan tidak jauh beda begitupun syaratnya. Justru saya lihat, yang perlu dipertimbangkan ketika mendorong ke bank umum adalah, apakah mereka punya kantor atau agen yang dekat. Rata-rata dampingan saya dulu justru 'malas' ke bank karena biaya transportasinya yang besar. Ada bagusnya jika, "kemana harus meminjam", menjadi materi financial literacy kepada petani, sehingga mereka bisa menentukan lembaga keuangan mana yang cocok dengna mereka.

Indonesia's Microfinance Sector Overview: Key Component for Sustainable Growth

Indonesia's microfinance sector performed healthily throughout 2015 with almost all financial institutions recording significant credit growth. The volume of microcredit disbursed by the country’s largest state-owned bank, Bank Mandiri, for example, rose to 42.48 trillion IDR as of the end of December 2015, up 22.9% over December 2014.

According to data from the Ministry of Cooperatives and Small and Medium Enterprises, the number of SMEs in the country reached 55.2 million, consisting of 54,559,969 micro enterprises.

The Financial Services Authority (OJK) also noted that Indonesian banks in general have complied with the OJK rules that mandate them to allocate 10% of their loan portfolio to small and medium enterprises (SMEs) in 2016 which will be increased to 20% in 2018.
