Dutch Working Group on Food Security

Members:  Hivos, ICCO, Oxfam Novib, SNV, Wageningen CDI

As working group we want to exchange amongst the Dutch members on their knowledge, programmes and networks, in order to gain insights & understanding and align activities and cooperate more effectively. We formulate joint statements on food security policy developments and debates and undertake collective advocacy activities towards ministries and the Dutch parliament.  

The group was founded in 2012 and since then has been a clear added value in the Dutch political arena. 

Results so far:

• The policy was changed in line with the recommendations put forward by the working group, we are consulted directly by officials on policy issues.

• The Working Group has clear positioning to policy makers and is recognized as sparring partner

• Through cooperation we have more access to political parties. Legitimacy is bigger than individual lobby.

• Knowledge sharing + shared analyzes reinforce knowledge and point of view

• Process is well coordinated, you do not need to do anything on your own.

In 2017 we succesfully offered a petition to members of parliament: see also Manifest: VoedselTransitieNu.

We meet five times a year to link and to determine plans and actions. We also meet with officials of Foreign Affairs 5 times a year and plan at least 1x action toward parliament members.

Accelerating the End of Hunger and Malnutrition

‘We are not on track to realize Sustainable Development Goal 2, aiming to end hunger and malnutrition, by 2030. The number of people in the world affected by undernourishment, or chronic food deprivation, has increased from an estimated 804 million in 2016 to nearly 821 million in 2017, thus returning to levels from a decade ago, while overweight, obesity, and noncommunicable diseases are growing at alarming rates. Reversing these trends is critical, made more important by the close links between food security and nutrition and many other SDGs. A significant push to fast-track efforts at all levels is needed for the world to achieve the SDG target of hunger eradication by 2030.’

Food for thought - Review of Dutch Food Security Policy

On May 31, a public dialogue is organized around the recently published IOB review of Dutch food security policy in the period 2012-2016. This multi-stakeholder dialogue will be a space to understand the success factors and challenges of policy implementation by the Netherlands through its bilateral, multilateral and civilateral programmes in low and middle income countries, in collaboration with an extensive range of partners. Many of these partners will have the opportunity to discuss the review’s findings and their translation into practice. The results of these discussions are in particular expected to help shaping the future Dutch food security policy, in the context of the adapted policy for International Trade and Development Cooperation.

NEDERLANDSE AMBITIES VOOR INTERNATIONALE VOEDSELZEKERHEID

De langverwachte evaluatie van de Nederlandse inzet op het terrein van voedselzekerheid is deze week naar de 2de Kamer gestuurd. De Inspectie Ontwikkelingssamenwerking & Beleidsevaluatie (IOB) heeft grondig werk gedaan en in vier landen meerjarige impactevaluaties laten uitvoeren. Daarmee kunnen de beleidsinzet en de daarmee bereikte resultaten ook aan elkaar worden gerelateerd. Hulde daarvoor!

Het IOB rapport biedt allereerst een aardig inzicht in de manier waarop de middelen voor voedselzekerheid zijn ingezet. Daarbij vallen drie op:

· In de periode 2011-16 is ruim € 1,5 miljard gecommitteerd (ca. € 300 miljoen per jaar), verdeeld over ruim 250 projecten. Dat duidt op nogal wat versnippering;

· Ruim de helft van de middelen (56%) is gebruikt voor programma’s gericht op vergroting van de landbouwproductie en een derde (32%) is voor markton

Nieuwe beleidsbrief Ministerie Landbouw, Natuur en Voedselkwaliteit en Ministerie VWS

Het Ministerie van Landbouw, Natuur en Voedselkwaliteit heeft gisteren een beleidsbrief ‘Accenten in het voedselbeleid voor de komende jaren’ naar de Tweede Kamer gestuurd, die daarover op 19 april in een AO debatteert. De brief is ondertekend door de minister van Landbouw, Natuur en Voedselkwaliteit (LNV) en de staatssecretaris van Volksgezondheid, Welzijn en Sport (VWS), mede namens de minister voor Buitenlandse Handel en Ontwikkelingssamenwerking (BHOS) en de minister van Economische Zaken en Klimaat (EZK).

AgriProFocus members' response to Dutch policy consultation! 

In reaction to the online consultation for the upcoming policy Foreign Trade and Development Cooperation

On February 22, 2018 the newly installed Dutch Rutte-III government opened an online civil consultation to feed into its upcoming policy brief that will guide Dutch Foreign Trade and Development Cooperation (FT&DC) in the coming years.

All (inter)national partners active in this field were warmly invited by Minister Kaag to share their ideas and knowledge. In particular civil society organizations, enterprises and related sector organizations operating in Dutch partner countries, cities and regions with international ambitions and knowledge institutes are invited.

“Transforming Food Systems for Improved Nutrition”

How can the agricultural sector in African countries help tackling the triple burden of malnutrition?

Summary of lunch meeting 29th June 2017 at The Dutch Ministry Foreign Affairs

African Union (AU) members demand the international community to support them in their ambition of a nutrition revolution. Transitions of African food systems are at a crossroads. If AU countries take the right direction, there is an opportunity to prevent mistakes made in OECD countries, where reducing undernutrition was accompanied by a pendulum swing in the direction of overnutrition and environmental degradation. A food systems approach, including multi-sectoral collaboration such as between the health and the agricultural sector, is a key entry point to address this ‘triple burden’.

4th of July - Dutch Parliament - The Hague

A broad coalition of 45 parties urges the new Dutch cabinet in this manifesto to transition towards a sustainable food system, through which the Netherlands will contribute to green growth, healthy food for all, and a more peaceful world with less conflict and more stability. We ask the next government to invest in this, together with the private sector, consumers, civil society, farmers, education and science.

Making Agribusiness Work For Development: Access to Finance - Benin

In many Sub-Saharan African countries, agricultural development is key to accelerating economic development and overcoming poverty. Increasing agricultural production and productivity is vital for food security, since it provides a source of food and generates income for smallholder farmers. Growth in agricultural production and agri business development also stimulates growth in other sectors of the economy. Limited availability of, and access to finance and services for SME farmers limits the development of the small and medium sized agri-entrepreneurs in Benin.

That is why the Dutch Embassy in Benin and SNV set up the Agribusiness Centres. The Agribusiness Centre’s mission is to promote and stimulate the growth and development of Agribusiness SMEs by providing them advice, assistance and access to finance.  They target Small and Medium Entrepreneurs and Micro enterprises with high growth potential.&nbsp

Making Agribusiness Work For Development: Access to Seed - Uganda

There are many initiatives of AgriProFocus members in Uganda that aim to improve farmers’ access to seed, seed production, quality and affordability of seeds etc. These are for example: the Integrated Seed System Development programme (ISSD) who promote Quality Declared Seed (QDS) and have organized and empowered market-oriented farmers into Local Seed Businesses (LSBs) in Uganda. NGOs Hivos and Bioversity International work together on Community Seed Banks (gene banks) and towards an Open Source Seed System. Seeds remain freely available without patents and an open source seed systems leads to ‘protected commons’, increasing access to seed and biodiversity, safeguarding free access and diverse food systems.
