Op maandag 24 september 2018 vindt de volgende member meeting van AgriProFocus plaats. Tijdens deze meeting bespreken we de ideeën voor een Netherlands Food Partnership en wat dit betekent voor AgriProFocus. Tevens benoemen we tijdens deze meeting de nieuwe bestuursvoorzitter van AgriProFocus.
Beoogd nieuwe voorzitter: Theo Koekkoek
De bestuurstermijn van de huidige voorzitter, Kees Wantenaar, liep dit voorjaar af. Het stichtingsbestuur van AgriProFocus draagt met veel enthousiasme Theo Koekkoek voor als nieuwe bestuursvoorzitter. Akkerbouwer en pluimveehouder Koekkoek (46) heeft ruime internationale managementervaring in de agrarische- en voedingsmiddelensector. Hij is tevens bestuursvoorzitter van Agrifirm en commissaris van VION. Daarnaast is hij onder meer bestuurslid van de Nationale Coöperatieve Raad (NCR) en lid van het algemeen bestuur van het CDA. Eerder was hij bestuurlijk actief binnen de ZLTO.

CSAF convenes 12 of the world's leading agricultural lenders, including Oikocredit, to exchange ideas, identify best practices, and develop industry standards. Its members aim to create a thriving, sustainable, and transparent market to serve the financing needs of agricultural small and medium-sized enterprises (SMEs) in low- and middle-income countries.
In 2017, CSAF members issued loans totalling $716 million to 794 businesses. These loans connected 2.2 million smallholder farmers in Africa, Asia, and Latin America to local and international markets. CSAF’s State of the Sector report was developed in partnership with MIX with support from the Small Foundation.

In Mali, collecting nuts of the native shea tree is popular among female farmers. After having eaten the sweet flesh, they sell the nuts directly, or they process them and sell shea butter and oil for food production and cosmetics. To strengthen this women-led sector, ICCO, USAID-Mali and two shea-oil companies supported more than 12,000 women harvesters by facilitating the certification of their shea products and by linking them to new markets.
Altogether, 25 women-led cooperatives received training to improve harvesting, boiling, drying, storing and packaging. They also enhanced their entrepreneurial and marketing skills. ‘They now produce better quality butter and oil, and know how to negotiate, giving them a better price’, says Jaap ’t Gilde from ICCO. The trained women cooperatives obtained long term contracts from the shea oil companies (SOATAF and Olvea), together with a 200 per cent increase in the shea price per kilo.

SaFal is Solidaridad’s food security programme in the southwest of Bangladesh, implemented together with local partners and the Dutch Embassy. So far, the partners have supported 57,000 families (women and men) to become successful entrepreneurs in dairy, vegetables or aqua fisheries. Altogether, 1,500 producer groups now deliver their products to 20 local companies.
‘We pay special attention to creating togetherness’, says Emma Feenstra from Solidaridad. ‘We empower women and bring men on board.’ Women have benefitted from equity interventions such as financial literacy training, and training to improve family health. Men and women have benefitted from mixed leadership training courses that increased their skills as entrepreneurs. How can this be changed?
It is not easy to integrate a gender perspective into a programme. Partners can accuse you of imposing Western values, women are not allowed to participate, colleagues don’t take the issue seriously, and so on. On May 31, a public dialogue is organized around the recently published IOB review of Dutch food security policy in the period 2012-2016. This multi-stakeholder dialogue will be a space to understand the success factors and challenges of policy implementation by the Netherlands through its bilateral, multilateral and civilateral programmes in low and middle income countries, in collaboration with an extensive range of partners. Many of these partners will have the opportunity to discuss the review’s findings and their translation into practice. The results of these discussions are in particular expected to help shaping the future Dutch food security policy, in the context of the adapted policy for International Trade and Development Cooperation.

De langverwachte evaluatie van de Nederlandse inzet op het terrein van voedselzekerheid is deze week naar de 2de Kamer gestuurd. De Inspectie Ontwikkelingssamenwerking & Beleidsevaluatie (IOB) heeft grondig werk gedaan en in vier landen meerjarige impactevaluaties laten uitvoeren. Daarmee kunnen de beleidsinzet en de daarmee bereikte resultaten ook aan elkaar worden gerelateerd. Hulde daarvoor!
Het IOB rapport biedt allereerst een aardig inzicht in de manier waarop de middelen voor voedselzekerheid zijn ingezet. Daarbij vallen drie op:
· In de periode 2011-16 is ruim € 1,5 miljard gecommitteerd (ca. € 300 miljoen per jaar), verdeeld over ruim 250 projecten. Dat duidt op nogal wat versnippering;

The study focuses on agrifood SMEs that form the ‘missing middle’: too large for micro-finance and too small for mainstream banks and private equity firms. A major conclusion is that there are very few investment funds that meet the financing needs of agrifood SMEs, that are usually under 250.000 USD and rarely higher than 1M USD.
