Government revises irrigation targets

The government has said that the high cost of irrigation, land fragmentation as well as encroachment of land designated for farming activities by construction projects, have hindered irrigation targets, calling for a review.

The revelations was made last week as officials from the Ministry of Agriculture and Animal Resources met parliamentarians

MP Albert Ruhakana said that in the 2017/2018 fiscal year, the target was to irrigate 100,000 hectares of farmland, which he said was overambitious.

According to figures from the ministry, only 50,000 hectares are currently catered for by irrigation schemes countrywide.

“The target of 2024 is to irrigate 102,000 hectares. Why is the expectation of 2017 targeted to be realised in 2024? We should analyse the issue to exactly know the challenges that slowed the progress to achieve the target in 2017,” he said.

Young innovators develop solar-powered technology to manage farming remotely

Farmers will be able to manage farming practices such as effective irrigation of their crops without necessarily being at their farms thanks to a solar-powered technology developed by Rwandan young innovators.

The technology uses solar-fueled sensors and irrigation to collect data on soil moisture, nutrient needs and water needed to foster crop growth.

It is in line with a project of Precise Agriculture (PA), a modern farming management model using digital techniques to monitor and optimise agricultural production processes that the innovators, members of the Kicukiro District-based STES Group, a company which was founded by technical innovators and researchers, have undertaken. Extension workers to get sh25b more:

Using its appropriation power enshrined in both the Budget Act and the Public Finance Management Act, Parliament has allocated sh25b towards recruitment of more extension workers to guide farmers on best farming practices.


The committee noted that there are inadequate agricultural extension services across the country, which they attributed to the low extension worker to farmer ratio of 1:1,800, yet the recommended ratio is 1:500. The sh25b that the committee allocated for recruitment of more extension workers had not been provided for in the budget estimates that the Government had presented to Parliament at the end of March.


The committee explained that limited funding had undermined the role of extension services in agriculture, leading to poor yields and hence making agriculture less productive. Besides, the recruited extension workers have not been well-facilitated to enable them perform effectively. The committee recommended that Government alloca

NEW REPORT FARA : SMALL SCALE IRRIGATION IN MALI: CONSTRAINTS AND OPPORTUNITIES

Mali benefits from two rivers enabling at least two cropping seasons through irrigation, thus increasing production and settle population. Large irrigation systems (through dams) are very expensive to implement, while small scale irrigation systems can be implemented at relatively low costs to benefit communities. Adopting and scaling up such technologies could help increase agricultural land capacity and reduce rural poverty. For irrigation to be highly productive improved agronomic management practices should be adopted. 

The main constraints are farmers’ organization for inputs supply, water management and stocks storage. Farmers choose irrigation systems based on cost, management and revenues; for vegetable production they prefer Californian irrigation system, while for rice the preference is motor-pump.

Daoulata MAIGA NOUVEAU RAPPORT FARA: IRRIGATION À PETITE ÉCHELLE AU MALI: CONTRAINTES ET OPPORTUNITÉS Le Mali bénéficie de deux cours d'eau qui permettent au moins deux saisons culturales grâce à l'irrigation, ce qui augmente la production et la population. Les grands systèmes d'irrigation (à travers les barrages) sont très coûteux à mettre en œuvre, tandis que les systèmes d'irrigation à petite échelle peuvent être mis en œuvre à des coûts relativement faibles au profit des communautés. L'adoption et l'extension de ces technologies pourraient contribuer à accroître la capacité des terres agricoles et à réduire la pauvreté rurale. Pour que l'irrigation soit hautement productive, des pratiques de gestion agronomique améliorées devraient être adoptées.Les principales contraintes sont l'organisation des agriculteurs pour l'approvisionnement en intrants, la gestion de l'eau et le stockage des stocks. Les agriculteurs choisissent les systèmes d'irrigation en fonction des coûts, de la gestion et des revenus; pour la production de légumes, ils préfèrent le système d'irrigation californien, tandis que pour le riz, la préférence est donnée à la motopompe.L'étude est menée dans les régions de Sikasso, Koulikoro et Mopti sur des systèmes d'irrigation à petite échelle pour fournir des informations et proposer des solutions aux décideurs. Global Water Initiative, septembre 2017

Ce rapport de la Global Water Initiative (GWI) analyse les résultats socio-économiques obtenus dans des périmètres aménagés associés à des grands barrages. Les études ont porté sur trois sites (barrages et périmètres rizicoles) : Sélingué au Mali, Bagré au Burkina Faso et Anambé au Sénégal. Ces études micro et macro-économiques avaient pour objectif d'analyser les conditions de la viabilité financière et économique des projets d'infrastructures hydrauliques, ainsi que les opportunités d'amélioration des conditions de vie des exploitations familiales après la construction des barrages.

Les lieux d’affectation sont les départements de Madaoua, Birni N’Gaouré, Gaya et la région de Niamey la maitrise de la langue du terroir (Haoussa ou Zarma) est l’une des conditions de candidature.

Solar-powered irrigation sees farmers double their yield

Gerard Munyeshuri Gatete inspects a solar powered water pump on an 8-hectare farm in Barija Sector in Nyagatare District, Eastern Province. It pumps water 60 metres underground to irrigate his crops during drought.

Gatete said that before getting the technology one year ago, he and family members who co-own the farm would harvest about one tonne of beans per hectare, but now they harvest 2.5 tonnes.

Yayasan Comunnitas Radio Max Waingapu memberikan penyewaan dua unit pompa air untuk dua kelompok tani yakni kelompok wanita tani Tapawalabadi dan kelompok laki-laki tani Tapawalabadi di Desa Mbata Kapidu, kecamatan Kota Waingapu, kabupaten Sumba Timur.

Direktur Yayasan Comunnitas Radio Max Waingapu, Heinrich Dengi, ketika ditemui Pos Kupang di lokasi saat pemasangan satu unit mesin pompa air untuk kelompok laki-laki Tani Tapawalabadi di kali Mbata Kapidu desa setempat, Selasa (1/8/2017), mengatakan, pihak yayasan menyediakan mesin pompa air tersebut bersifat pinjam pakai atau sewa. Kelompok tani wajib membayar setelah panen nantinya.
