MUBARAK INUWA Rolf Schinkel. It is unanimously believed that youth migration, mostly happened in poor nations of the world. This is due to the fact that youth, need to upgrade their life condition from local to more socialised better condition of life, where they would have an affluent life with every social infrastructure. This is not possible without job opportunity-Provision of employment to youth, would led them life upgrading to receive better education in more complex societies, where after graduation they would obtain a white collar job to purchase their life needs.

The tendency to frame development policies with the objective to ‘stop migration’ is international. The European Union released numerous calls for proposals which aim to reduce
